Alameda County Ethical Investment Policy

Interfaith4Palestine supports and follows the lead of the Bay Area Divest! (BAD!) coalition in their organizing to have the Alameda County Board of Supervisors (BOS) pass an Ethical Investment Policy. On October 3, 2025, the BOS voted to approve the EIP but NOT Implement until reviewed by Finance Committee & outside consultant. The vote was 4-1 to add this additional review process, with Supervisor Nikki Fortunado Bas casting the lone “no” vote.

County Treasurer Henry Levy issued a statement to the BOS on November 19th addressing financial concerns that were raised at the October 3rd BOS meeting. Levy articulated how their decision was based on erroneous information in a report generated by the opposition. He further states that hiring a consultant for a “peer review” will be a waste of county money and urged them to reverse their decision and implement the EIP now.

In response, BAD! is organizing to demand that the BOS rescind their October 3rd decision to subject the EIP to further review and to immediately implement the EIP.

**Call to Action**

Contact the Board of Supervisors by email and/or by phone and urge them to reverse  the Oct 3rd decision and implement the policy now sharing these two key points:

  1. The October 3rd BOS decision was based on erroneous financial information.  The hiring of a consultant for a “peer review” is a misuse of county funds and morally unacceptable. 
  2. Instead of hiring a consultant for a “peer review” the BOS should hire a consultant to provide staff support to implement the EIP now.

Interfaith4Palestine members are being asked to create a personal email to the BOS members to ask that they do everything in their power to meet the above demands. Keep in mind that Supervisor Bas was the lone “no” vote on October 3rd and that Supervisor Marquez has been a strong supporter of the EIP.

Interfaith4Palestine Support of the EIP

Political Education

On July 7, 2025, Interfaith4Palestine collaborated with BAD! and I Witness Silwan to host a teach-in on the Ethical Investment Policy. Attendees learned not only about the history of the policy’s development and potential impact, but also about the opposition to it, specifically the role of Christian Zionism and “Christians United for Israel,” or CUFI. Letter of Support

Following the July 7 Interfaith Teach-In, Interfaith4Palestine shared a sign-on letter for people of faith, faith leaders, and faith communities/organizations who supported the Ethical Investment Policy. Over 30 communities and organizations, and nearly 400 individuals, signed onto the letter to the Alameda County Board of Supervisors urging them to agendize and pass the Ethical Investment Policy crafted by Treasurer Hank Levy.

Public Comment

In October of 2025, the letter was resubmitted to the Board of Supervisors when they announced they would be discussing the EIP at their October 3 meeting. Interfaith4Palestine encouraged people of faith to submit written comments as well as attend the meeting and provide comments in-person/via Zoom. Although public comment was limited to only one hour, several faith leaders and community members were able to share their support of the policy.

In November of 2025, another call was put out to community members to provide public comment at the Board of Supervisors hearing to encourage them to rescind its decision to further review the Ethical Investment Policy, and instead immediately implement it as urged by Treasurer Levy. Despite public comment on the budget and finance report being delayed for nearly 8 hours, several members of the community were able to provide comment in-person and online.
